Beim Regierungsumzug von Bonn nach Berlin verwandelt sich der Klavierstimmer Jürgen Stoll in den Ministerialrat Dr. Oktavio Gröbius (Wolfgang Stumph), um seine deutsch- deutsche Biographie zu Ende zu schreiben.
Bei einer Friedensdemo im heißen Herbst 83 sind Oktavio (Wolfgang Stumph) und Jutta (Katja Riemann) in die Wasserwerfer der Polizei geraten. In einem Waschsalon trocknen sie ihre Kleidung und kommen sich näher.
Nach der Verbüßung einer Haftstrafe in der Bundesrepublik wegen Spionage treffen sich Jürgen (Wolfgang Stumph) und Jutta (Katja Riemann) in der neuen deutschen Hauptstadt Berlin wieder. Sie beginnen noch einmal ein gefährliches Spiel, um sich an denen zu rächen, die ihnen die besten Jahre ihre Leben gestohlen haben.
Bei einer Friedensdemo nimmt Oktavio (Wolfgang Stumph) mit der ahnungslosen Jutta (Katja Riemann) Kontakt auf. Ihr "Schatten" Reinhold (Bernhard Schütz, links) lässt sie nicht aus den Augen.
In ihrer blinden Selbstüberschätzung glauben die Stasioffiziere, ihr IM Romeo tanze ganz nach ihrer Pfeife, aber seine Instrumente stimmt der Klavierstimmer Jürgen Stoll (Wolfgang Stumph) am Ende doch selbst.
Im Bundesinnenministerium zeigt die Regierungssekretärin Dr. Meerkatz (Maria Simon) mehr als berufliches Interesse an dem vermeintlichen Kollegen Dr. Oktavio Göbius (Wolfgang Stumph).
Ihre Gefühle füreinander sind echt. Falsch ist der Rahmen. Der Klavierstimmer Jürgen Stoll (Wolfgang Stumph) aus der DDR wird von der Stasi als IM Romeo auf die Bonner Regierungssekretärin Jutta Seelandt (Katja Riemann) angesetzt. Als Dr. Oktavio Gröbius gewinnt er ihr Herz. Beide sind Opfer und Akteure in dieser turbulenten deutsch-deutschen Liebesgeschichte.
Sein absolutes Gehör und sein zarter Anschlag öffnen dem Klavierstimmer Jürgen Stoll (Wolfgang Stumph) in der DDR die Herzen vieler Frauen.
